Investing in Disaster Prevention Yields 15-Fold Returns
Mikdat Kadioglu, a professor at Istanbul Technical University, explained that disaster risk is scientifically measured as the product of hazard, exposure, and vulnerability. While earthquakes, floods, and storms are natural phenomena, human decisions determine settlement patterns and preparedness levels, influencing the scale of losses.
Citing the 2022 report from the Intergovernmental Panel on Climate Change, Kadioglu noted a 40–50% global increase in extreme weather events, with Türkiye experiencing intensified floods and prolonged droughts. He emphasized: "Calling this fate under these conditions means rejecting science, since what was once exceptional is now the new normal."
He added that, according to 2025 data from the United Nations Office for Disaster Risk Reduction, 90% of global losses now arise from multi-hazard incidents, highlighting the critical value of preventive investment.
